Operation Torch Bearer - CPX and Technology Test

GPS Satellite

Operation Torch Bearer is an Air Force funded Command Post Exercise (CPX) and emergency services technology test. The operation runs from the evening of 9 November 2000 through 13 November 2000. Training activities will take place at the Elkhorn Army National Guard armory in Elkhorn. Aircraft flying in to the exercise will use Delavan's Lake Lawn Airport (primary) or the East Troy Municipal Airport. The operation consists of two distinct activities - a command post exercise, consisting of mission staff training, and a group of experiments designed to test five different emergency services technologies.

The Command Post Exercise GLLR (WI) 01-103, which starts at 0830 on both Saturday 11 November and Sunday 12 November, will provide three main areas of training.

  • Mission Operations Training will use a series of "table top" problems to provide participants with on the job training in the planning, strategy, and tactics of both missing person and missing aircraft searches.
  • Mission Logistics and Support Training will provide on the job training in the mission support functions (such as communications, flight line operations, and mission information/public affairs).
  • Mission Technology Training gives participants a chance to learn and use the new ES technologies being tested. These technologies include the Mission Management Utilities used in a networked environment, APRS, CAP-STK, airborne slow scan TV, and ICS-style decentralized mission communications.

The exercise is NOT classroom training. The exercise does not use aircrews or ground teams. The exercise does provide the opportunity to learn, upgrade, or polish mission headquarters staff skills in a simulated mission environment. Since this is an Air Force assigned numbered training mission, all training "counts" toward specialty upgrade or requalification in accordance with CAPR 50-15.

The ES Technology Test will try to determine the effectiveness of, and the best method to employ, five emergency services technologies.

  • Mission Management Utilities Software ("Arizona Program") used at a mission headquarters through a computer network.
  • CAP-Satellite Tool Kit (STK) software search planning and evaluation tool.
  • Near Real Time Airborne Video (Slow Scan TV) configuration evaluation and range experiment.
  • Automatic Position Reporting Software (APRS) used in conjunction with a mission headquarters network.
  • ICS-Style Decentralized Communications system supporting mission headquarters operations.
